April 16, the deputies passed a package of presidential amendments to the Criminal Code in the first reading of President Dmitry Medvedev"s proposal. The bill states that a crime committed by a police officer will serve as an aggravating circumstance. Interior Ministry officers will also be punished more severely for disobeying their superiors" orders.The document was criticized by the Constitutional Court, which noted that there are other security agencies in Russia that should also be covered by the bill in line with the principles of equality and justice. A decision to single out police officers for disciplinary action could be construed as discriminatory.
A high-ranking source in the State Duma said the amendments are currently being drafted by the Presidential State Legal Directorate, that the remarks of Constitutional Court judges would be taken into account, and that tougher liability would be envisaged for the personnel of all security agencies.
