The boy, Artyom, adopted in September and renamed Justin, flew in to Moscow on April 8 alone after being accompanied to the plane in the United States by his adoptive grandmother. He brought a note in which his adoptive mother, Torry Hansen, said she will not take care of him any longer because he is "mentally unstable."
ABC News on Tuesday cited a U.S. law enforcement source as saying Hansen asked another adoption agency to help her adopt a second child, this time from the former Soviet state of Georgia, after the agency that had arranged her adoption of Artyom refused to help her on the issue, insisting that she settle in with him first.
Torry Hansen of Shelbyville, Tennessee apparently sent Artyom to Moscow when she was in the process of adopting the second child, however the status of the second adoption was unclear at the moment.
The note from Torry, 33, that she gave Artyom before putting him out of American doors, said: "This child is mentally unstable.
