According to Al-Hayyat, Noaf Salaam sent a note to the UN secretary general condemning Israel"s recent artillery fire on the village of Houla.

He described it as a clear violation of Lebanon"s sovereignty, as well as of UN Security Council Resolution 1701.

He also said that the "pattern of Israeli breaches" constituted a serious threat to Lebanon, and that the increased "escalation in a fragile and explosive situation" signaled Israeli plans of an imminent attack.
