"For us he is not the president, that"s obvious, first of all to our people. That"s why he can influence the situation only negatively," Felix Kulov said at RIA Novosti news conference.
Bakiyev said earlier on Friday that his resignation was not official as the necessary legal procedures have not been completed. The interim government said the president resigned on April 15 when he left Kyrgyzstan for Kazakhstan.
Bakiyev has since taken refuge in Belarus, and Kulov said it was unlikely any other country would take him.
"As far as where Bakiyev could go, I don"t think he can go anywhere from Belarus - probably no one will give him a place in another country," the former prime minister said.
According to Kulov, the former president tries to issue commands even from Belarus and the overthrown government still resists.
"If he had ordered his brothers to give up, I believe that would have normalized the situation," Kulov said.
